`TAtlasTileBoard`

Flow panel that lays out action tiles left to right and wraps them.

Description

A TFlowPanel with one addition: AddTile creates a TAtlasActionTile bound to an action. Tiles flow in the order they were added, wrapping to the next row, with 3-pixel margins. All other layout behaviour, including the raised bevel, is standard TFlowPanel; set BevelOuter := bvNone for a flat board. Not implemented: groups, drag reordering and tiles of several sizes.

Adds a tile bound to Action and returns it, owned by the board. Raises EAtlasLayoutError when Action is nil.
